The precepts are vows once you have taken them. Before that they are just guidelines.
The vow is in you rather than imposed on you from outside.

No they're not. They are more like a diagnosis of the problem, a vow or precept is more like the treatment for the problem. They are related and it makes sense to try to engage in them but they're not a rule.
