You have to pass psych evals to get the job, for whatever reason they don't seem to work really well. I worked with some wonderful people...but they were far overshadowed by the complete and utter assholes.

That might be part of the problem. Society has a negative opinion of police. It seems that the psych evals don't really do any good if there some wonderful people overshadowed by assholes.
