Website help plz

I'm working on a website, which is to say it is on paper only.

I've hit a snag, I'd like a way where someone could register and contribute with relative ease (like a guestbook just prettier) but not like a forum.

I've got some basic web design experience (back when HTML and JAVA were kings)

Does anyone have some tutorials?
or
Can anyone offer advice another way?

I'm not above asking for help (clearly) or hiring someone (though I'm rather poor)
