If you look on the link there are comments below the article. I think in the main town it is 20 degrees C, up in the hills probably about 5-10C haha, which is why I find it astonishing that it has been declared a disaster when they took over two months to declare the floods a disaster.
My childhood friend from HK was afraid to come visit Wisconsin due to fears of "the cold" (this was in August). Her second greatest fear was storms. I assured her we'd be safe from both.
I convinced her to go on a tour of the Dells aboard an old Army Duck--and in short order we were stranded in the middle of the Wisconsin River during a raging thunderstorm, complete with hail.
But I imagine Thailand is like HK - since it's almost never cold, no one has heaters, so even at 40F it's a bit rough. But...disaster? That is odd.
Yes, that is what I thought. 6 areas of that province declared 'disaster zones' when it took the government 2 months to say to the public the bangkok floods were a disaster and a crisis. Thailand is a bit further south, I would imagine it is slightly hotter on average. Nobody wears socks ever really, I would not imagine wearing anything more than a Tshirt all year round here, well where I am, central thailand.
I find it funny, not exactly in a haha laugh at the people funny, just strange funny. I laugh a lot, but that is more towards the government because it is a shambles.
By way of contrast, the regional weather services in Minnesota/Wisconsin have decided to implement a warning system that lets people know when it will be 35 below zero (-37 Celsius) or colder.
