Cheap off-season flights?

I have a friend who lives in Germany whom I would love to visit.
The problem is, however, that I have very little money and most of it is going to school; whether paying for tuition or for my study abroad trip.
After next summer (when my study abroad to Spain is over) I want to start saving up money and go visit her in Germany. When is the off season usually? What is a good airline to get moderate to cheap round trip tickets?
I might just stay in Europe after my trip is over and hop on a train to visit her (the teacher said that students have actually done this), but I'm not sure how safe, or legal, that would be.
