Vietnamese Buddhism and deity (Quan Am)

I'm confused. I did a search for Buddhist centers n my area and found this newspaper article, that wrote this:
The current dispute began after Buddhists purchased a statue from Vietnam of Quan Am, the goddess of mercy to whom Buddhists often pray (and known in other Asian cultures by different names, such as Quin Yan in China).

I'm very much just learning about Buddhism now and thought that there was no deity(ies) given reverence in Buddhism. Am I misunderstanding something or did the newspaper get it wrong?

As an aside, the statue has subsequently been granted a variance.

    if quan am is the kannon of vietnam who is the avalokitesvara of japan then whoever is considering her a "deity" i think they have it on wrong
    kannon is a revered bodhisattva which, to my knowledge, is much different from a deity
    however in tibetan buddhism there is deity practice which though i know very little about
    it's just a mental exercise or something

    but, buddhism is a popular religion. not all buddhists are equally well practiced. there area lot of folk elements and superstition which is not very buddhist, i would say. or something like that.

    Avalokitesvara is a symbol of Compassion and a cultivated quality of mind. Some traditional Asian Mahayana Buddhist's worship her as an actual diety.

    This is a very profound practice and is really much more than just a mental exercise.
