    Look at the very top of this page for "user cp" (user control panel). Open that link, then look on the left side under "Your Profile" for "Edit profile picture".

    I think you may be referring to your avatar picture, which is different from a profile picture. That is also in "user cp," under Settings and Options - edit avatar. You can also change your custom user title under Edit Your Details.
